Oh come on...I don't know this car at all; I don't know the owner either...but surely at an asking price of around $25K one could expect some "imperfections" .
Ryan (obrut) has given this car the nod as a nice little driver. Entry level buyers should look beyond the incorrectly placed heater controls and no doubt other blemishes as the car appears attractively priced. They are (almost) all worth a serious look if you're serious about buying...just look for the typical Targa associated problems though due to ageing seals etc.
Don't discount it - it's RHD, with a 915 TM and 2.4 engine, conversion passed the engineers and the ask is around $25K. Like I said, it would have to be worth a serious look... my 0.02c...

Reading the post on Pelican and the more complete description of the car, it was a conversion from LHD where the heater controls rearrangement probably took place.
At $25K it is probably a good entry level 901 car for somebody to cut their teeth on.sigpicPhil Lack
