Zenith - cold start solenoid valve

I'm just finishing off rebuild of my Zenith carbs and would like to know if I can eliminate the cold start valve? When I went to put it back as per my original photos there seems to be a gap between the two parts. There is a ring seal on the valve side, but it still has a gap as formed by the bracket. Confused.

Remove completely?

....before someone suggests to tighten the screws - the 2mm bracket width will remain.

Does the bracket go under the boltheads ie:not in between the parts?

That's the only thing I could think of that makes sense. However my before photo shows it like this. Maybe it was assembled wrongly at some stage and then never connected. I've done a bit more research and think it should work fine without it.
